  • How do I submit/upload plans/documents?
  • Once you have completed the application process in the client portal you will have the option to upload plans/documents to be included with the application.
  • How do I submit payment for my application?
  • Once you have completed the application process in the client portal the payment options are available to pay online with E-Check or Credit/Debit Card
  • Do I need to submit construction plans drawn by an architect or engineer?
  • Either is fine but the plans must be sealed by the architect or engineer.
  • What is the turn-around time for review for a building permit?
  • Once the completed application and plans are received by P&D the reviews are assigned to various departments for their review (Fire, RDOT, Water, Environmental Health and Stormwater). Turn-around time is typically 5 business days to review the application for approval and 14 calendar days to review the plans. Comments are then provided to the client as to any revisions that are required.
  • What are the requirements/processes to obtain a Certificate of Occupancy?
  • When your building/residence is ready for occupancy, you must request a final inspection from the P&D dept. This inspection is very comprehensive, encompassing all elements of construction. Passing the inspection or completing all ordered corrections is a requisite for receiving your Certificate of Occupancy.
  • Do I need a permit to add a shed on my property / screen-in my deck?
  • Yes. You can complete a building permit for an accessory structure through the client portal.
  • Who needs a business license?
  • Any business, profession or occupation operating within the unincorporated area of the county (not in the city of Conyers) must apply for a business license.
  • What is the anticipated turn- around time for a business license?
  • Typical turn-around time is 7-14 business days.
  • What is the Fee for a business license?
  • The business license fee (occupational tax) is based on the number of employees in Rockdale County, including the owner, starting at $100 per year. The fee is prorated if the license is issued after July 1st. You can visit the County website at www.rockdalecountyga.gov under County Depts. Then choose Planning & Development for the current Fee Schedule.
  • When do business license renew?
  • The license is valid January 1 and expires on December 31st. of each year. Annual renewal notices are sent in November. To avoid a penalty the license fee must be paid by February 1st. of each year.
